UK -My central heating is on and the radiators are warm but it doesnt seem to warm up my flat?

1st floor flat -Any ideas why this is happening. The heating should make my flat warm and cosy but it feels like theres a draft still despite the radiators being warm/hot
first try and see if your thermostat is turned up( you should find one on a wall).set it to about 20. if there is not one there look under your fire and you will have a dial turn it to number 3 for the winter. if that does not work turn on your heating!
